Copy default welcome messages

Could you move a copy of Oregon's welcome message to Washington with a name of "Oregon Default"?

Also copy of Ontario, CA default welcome message to BC, CA and another to Washington with a name of "Canada Default"?

This is to save time when a new mapper appears in the border area Washington but is actually in either BC or Oregon.
