Allow RSA keys to be passed in via URL params

There's no reason why you need to have a github account, other than it's an easy identity provider. These keys are short enough that you could distribute a link like

ostro.ws/send-me-a-secret?key="ssh-rsa ..." (encoded somehow) that elides the need for a github account.

These links could be generated by initialize.
