Teachers should be able to update student passwords from the edit account page

This was determined from a discussion with Mark Clements right before Christmas.

• Manage accounts page user rows include button for password editing that links to a separate form for editing user passwords.
• Form only requires new password and new password verification fields.
• Tooltips for edit and edit password icons.
• Editor can edit any account password for any user in their org.
• Super admin can edit any account password for any user in any org.
• Password has same password validation requirements.
