Service needs to be set to restart on fail

Sometimes the service crashes for yet-to-be-determined reasons and leaves the PC effectively INOP when it comes to the functionality of this app. There are windows service options to always restart failed services. It is unclear it this can be configured by default in the WiX installer or if we should just do it with a GPO on our active directory.
We need to configure this:
