Add application-specific prometheus metrics + grafana dashboard

Now that prom_ex is integrated into the app and exposing metrics for already-instrumented libraries, we need to write our own prom_ex plugin and expose metrics relevant to the app such as, but not limited to:

• Total number of seats
• Current number of registrations
• Number of upcoming tournaments
• Number of computers participating in tournaments, by tournament
