Network IDs should match known EVM network ID

In the networks constant file, Mainnet and Rinkeby are currently denoted by chain IDs 1 and 2, respectively. This should be updated to match the canonical IDs of the chains, i.e. Mainnet 1 and Rinkeby 4. More chain IDs are available here.
