[Feature Request] Refresh mod list before installing from protocol url

Clicking on a protocol url from a new mod will always give an error saying the mod doesn't exist. For most users it's not clear you need to refresh the list to fix this. Solution would be either always refresh the db before installing from a protocol url (might be better to do this always, since it would also handle cases where mods received updates in the meantime), or if this is too slow, do it only when the mod isn't found.
