Port/package bazel

CockroachDB are planning to retire their Make build system soon in favor of Bazel:
cockroachdb/cockroach#104804
There is a half-completed port of Bazel to illumos at https://github.com/siepkes/bazel-smartos

We should complete the port and add bazel to helios-omnios-build. If we upstream it to omnios-build then it's likely that the community will maintain this going forward too.
