trampoline template needs update after 15921 ptools should not be isaexec'd

The trampoline image template trims rather a lot of files that would usually be included in an image. The ptools were moved around after 15921 ptools should not be isaexec'd which has now been merged into stlouis.
We need to update the template to reflect this.
