Want "zfs.img" and "rom" files exported as a single tarball

Relatively minor, but we'd like them to be packaged together when constructed by the build. I believe there are some downstream dependents that expect them to be conjoined.
I'm happy to help build this - in Omicron, for example, we're currently invoking the helios build an picking out the "zfs.img" and "rom" artifact separately. @jclulow - I think you mentioned possibly wanting to export some additional metadata - idk if you wanted to have an oxide.json artifact in this single-unifying-tarball too?
