Helios currently includes OpenSSL 1.1 LTS which is supported until 11th of September 2023.
OpenSSL 3.0 LTS is available which is supported until 7th of September 2026.
We should update the helios version of OpenSSL to the new LTS.
I'm tentatively setting the milestone to FCS as getting this into the build sooner rather than later de-risks a potential future upgrade.
