Manage dependency versions via Renovate

To prevent manual catchup PRs like #400, we should follow suit from Omicron on making use of the Oxide-run renovate instance for automatic dependency. While we have far fewer dependencies to track, the rationale outlined in RFD 434 is still very much applicable.
