Processing error with the new release

I have not been able to process any files with the new release (build20231220 with python installer).
I also tried updating the dot NET framework to version 8.0 But still got the same error messages:
Error message part 1
Process ID=09408: Unhandled Exception: System.IO.FileNotFoundException: Could not load file or assembly 'Base, Version=1.0.0.0, Culture=neutral, PublicKeyToken=null' or one of its dependencies. The system cannot find the file specified.

Error message part 2: unable to open the mgf file that was generated by pParse

Thank you for the fix. I'm now able to run 3.1 version. Haven't tested the glycoworkbench conversion function.

It seems that there is a bug relating to Python.Runtime.dll, I will investigate what happended
