Admin page constantly redirects back to admin login.

Describe the bug
When attempting to login to the admin page, the admin login loops back to the admin login, no matter how many time attempts are made.

To Reproduce
Steps to reproduce the behavior:
- Go to the admin login page 'admin123'
- Fill in all the login details
- Click 'Login'
- Then get redirected back to the admin login.
Rinse and repeat several times.
Expected Behavior
When logging in to the admin panel, it's supposed to continue to the admin portal.

I have the same issue with a new installation.
Login in to Admin and the page refreshes back to admin.
No login.
I guess it still hasn't been fixed, and it's at version 17.9.1. I tested it on a Linux Server running the latest versions of:- Apache, MySQL, and PHP 8.2, still redirects back to the admin login, so I even tried it on XAMPP, and WAMPServer still the same result, I even tried it on AbyssWebserver, and still no go, I even tried it on a friends Windows Server, nope still redirects back to the admin login.
