fails to compile

On my Windows 10 System, and at the time of frob = "0.1.2", cargo install frob yields:

error: failed to run custom build command for `libdbus-sys v0.2.5`

Caused by:
process didn't exit successfully: `C:\Users\BRIOCH~1\AppData\Local\Temp\cargo-installykgJCD\release\build\libdbus-sys-39accbc7dfb3d3ae\build-script-build` (exit code:

The pkg-config command could not be found.

Most likely, you need to install a pkg-config package for your OS.

If you've already installed it, ensure the pkg-config command is one of the
directories in the PATH environment variable.

If you did not expect this build to link to a pre-installed system library,
then check documentation of the libdbus-sys crate for an option to
build the library from source, or disable features or dependencies
  that require pkg-config.
One possible solution is to check whether packages
  'libdbus-1-dev' and 'pkg-config' are installed:
  On Ubuntu:
  sudo apt install libdbus-1-dev pkg-config
  On Fedora:
  sudo dnf install dbus-devel pkgconf-pkg-config

error: failed to compile `frob v0.1.2`, intermediate artifacts can be found at `C:\Users\BRIOCH~1\AppData\Local\Temp\cargo-installykgJCD`.
To reuse those artifacts with a future compilation, set the environment variable `CARGO_TARGET_DIR` to that path.

Is this crate supposed to compile on Windows?

No, windows is not supported.
