Andy considers this a minor recommendation, that is listed in many places in the report, in particular as Recommendation 1 in the Recommendations concerning the period covered by the report

The Feedback following the 2nd Periodic Report states:

Recommendation 1 (Staff Effort and Resources Plan): The staff effort allocated to the implementation of the project
deviates from the staff effort plan of the DoA. In most cases the deviations are reasonable, well justified and in-line with
the progress of the work. Nevertheless, the coordination team needs a proper tool for tracking and reporting staff effort
in-line with the project’s reality. To this end, the project must create a plan for the use of staff effort that considers the
efforts used so far and the partners’ realistic plans for the third reporting period. The plan must illustrate the planned
effort per partner and per workpackage till the end of the project. Any remaining efforts must be tracked and confronted
against this updated and pragmatic plan as well, yet the ultimate deviations from the obsolete plan of the DoA must
be reported as well.

The periodic report provides detailed justifications about the reasons and the scale of these deviations. The latter are
reasonable and are in most cases accompanied by plans to mitigate their impact on the project. Nevertheless, in this
context, the original planning of staff effort listed in the DoA is obsolete. Therefore, the consortium is advised to provide
a revised plan of staff effort considering the presented deviations and the partners’ plans for the third reporting period.
This will help the coordinator track the use of resources based on a realistic plan.
