User Experience:
User rely on keyboard/Screen Reader will find difficulty to interact with the controls if controls are not accessible through keyboard as user won't be able to perform functionality over such control.
Note: User credentials should NOT be included in the bug.
Repro Steps:

Open Azure portal with valid credentials and create a API Management.

Click Developer Portal button to navigate to the portal.

Wait portal to load in design mode

Navigate to the Left nav and select Pages button.

Navigate to the Pages window. Select "APIs: List" option.

Navigate to the any editable control details and select Add widget.

Navigate to the Picture and select it.
8.Navigate to the "Picture" dialog and select edit button.

Navigate to the various controls of the "Picture" dialog box.

Verify whether all controls are accessible or not via keyboard.
Actual Result:
Appearance popup controls as ‘Scroll bar and Clickable images etc.’ are not accessible using keyboard, present on ‘Picture’ popup.
Expected Result:
Appearance popup controls as ‘Scroll bar and Clickable images etc.’ should be accessible using keyboard, present on ‘Picture’ popup.

Similar issue exist with Chrome.
