Plugins not listed when Runway is parent theme.

When working with the Plugin Installer on a standalone theme it only lists plugins needing to be installed or activated. When working with the child theme is should show all the plugins attached the the theme, regardless of the install or active status. Without the plugins being listed it's impossible to specify the status for required or options, delete a plugin from the list or manage them in any other way.

It's working perfect on the standalone theme. It just needs to keep the list of plugins visible when working in the development mode and the Runway framework is the parent theme.
