Notify about a Tip in `tip-bot` matrix channel

Once a tip is made (either successfully or with error) notify tip-bot chat, so other tip approvers have a visibility what/where is being tipped, and we also monitor how tip bot functions

Reopening because I didn't manage to add the new secret in a proper way and staging deployment failed.
