Note modification is set to latest on force full sync. In addition, mod time might be unintentionally changed on batch editing.
This addon add a menu to backup and restore (Tools >> Backup note modtime).
Perhaps download a zip of this repo, and Tools >> Add-ons >> Install from file... can work.
Another way is to clone this repo to add-ons folder (Tools >> Add-ons >> View Files).
