Standard Version deprecation and next steps

Recently standard version has been deprecated, and https://github.com/googleapis/release-please has been recommended from the conventional commit team.
I also have written a version-bump, but it is written for Deno and therefore would add some complexity to the pipeline to test it out.
Either way, YRV should likely move off of standard-version.

Interesting, I think we can check that soon, it's been a while!
