Duplicate crew page should show mergeable crew

In the duplicate crew page, it ignores crew that can be merged and flags them as duplicates if you have one in the freezer but need more copies to add stars to the merge target.
If I have a frozen Captain Janeway (coffee cup) but not a frozen or FF Evolved Janeway (salamander), it should not mark an extra Captain Janeway as duplicate but instead indicate it can be merged if I get more Mutated Paris crew.
