Priority of warehouse vs immediate need

To free up the tool smithy for producing more tools I decided to stock tools. But then all the tools were moved to the warehouse - even if some other workshop actually needed one of them. I had to stop stocking them before a settler could go and fetch one of them.

Please arrange that the immediate need ot the settlers is rated more important than a global stock order.
