This feature exists in a few video playing platforms like VLC to skip over parts of video. By not just doing constant skips it allows users either skip big portions of the video or fine-tune with small adjustments.
This might just be applicable to volume control as well. If it is the first volume change in some time, then user might just want to adjust the loudness by a bit, but if user is spamming volume up button, then we can use bigger steps to change volume, as there are no fine adjustments here
