Integrate TEST Fleet tracker

Requested by Dorijan, and should be completely doable, especially when Webhooks (#88) are completed. A helper could get notified on submission, and then check with the fleet tracker if the request was for a loss from a fleet. From there the helper can respond two ways:

1. Submit a comment if the request is validated (or add a comment if the request cannot be validated).

2. Instead of a comment, actually reject non-validated requests automatically.

Whether or not to 1 or 2 could (should) be configured on a divisional basis. Alliance-level, validate everything, rejecting invalid requests, while on a squad or corp level, just comment if it was validated leaving the final request status up to those running that division.
