Generic results for htmlcs

I'm getting generic results for htmlcs through web ui and api. No matter what I pass, full html for a page, or snippet for 1 element, I get the following results:

I get valid results for axe and chrome.

Also, when I ran the same html through http://squizlabs.github.io/HTML_CodeSniffer, it worked fine.
