move irc channel from freenode to libera

Hey, as we all know, frennode is dead, yet, the channel for alot hasn't moved to libera as many other projects have. Perhaps it's time to finally consider it ?

What's there to be done except join that network and #alot, and change our docs?

Be logged in everytime I guess, and set you as op, but besides that, basically nothing I guess.
