browser cache still uses old resource files after upgrade

Mentioned in forums, and happened to me with two different browsers.
MoOde system was at 4.0b12, then installed 4.4 fresh.
Browser (chrome/windows) didn't display usable data from site until after cache clear.
Browser (chrome/android) didn't display usable data, but leaving it as is to see if changes on server side fix the issue.
Need resources marked with ?datetimestamp?
How to do this with php?
