Search up directories for .terraform-version

Describe the solution you'd like
The .terraform-version file needs to exist in the same directory where Invoke-Terraform is called. Depending on project preferences, there are occasions when a build script or make file changes into a subdirectory. It would be nice to have Invoke-Terraform recursively search up a directory scanning for .terraform-version
