[PM-1968] pegasus.gridstart allows values that are not documented

PegasusLite.None is not documented as a valid value for pegasus.gridstart.
Also, I used pegasus.gridstart=none and it did not raise any error as an invalid value. It generated a job file which gets executed with htcondor wrapper, but fails as transfer_executable is set to false. This is in 043-integrity-condorio-nogs test case.
Either the planner should throw an error or generate sub should function correctly.
