In order to proceed with testing the fixes for Spacewalk on Foucoco and our auto-updater infrastructure, we should already perform a new runtime upgrade that deploys the latest changes to Foucoco.

The runtime upgrade was executed successfully with the runtime binary linked in this PR.

@pendulum-chain/product I decided to already perform a runtime upgrade on Foucoco to unblock testing the setup of the auto-updater infrastructure. This does not yet contain any implementation for the updated rewards.
