Adding a new asset category (CurrencyID) to the runtime for assets that require issuers to be able to mint and burn e.g. stablecoin issuers and dApp builders.

Need to agree:

Name
Provisioning for future types
pallet to use (since orml-tokens doesn't allow for this)

Referendum

Council motion with majority vote, not fast tracked
Change: fast tracked so that the referendum will be over on Dec 3.

Description

Title: Authorize runtime upgrade to Pendulum release 9

This is a referendum whose purpose is to authorize a runtime upgrade to Pendulum release 9.

For all details and new features related to this release see the release notes ....

This runtime upgrade will enable the following assets in our network: USDC, EQD, PDEX, EURC and BRZ, so that they can be transferred from others parachains to Pendulum.

Additionally we are:

  • implementing a single proxy pallet, so that the signatories are able to execute every possible extrinsic for the multsig account
  • Enabling the PEN asset for seamless transfer via XCM to other parachains where we have enabled this asset
  • introducing a new asset category (CurrencyID) for assets that are natively issued on Pendulum

@prayagd @ebma can we also add the updated Zenlink pallet to Pendulum as part of the runtime? Any additional effort required there?

The zenlink pallet is already available on Pendulum's runtime. The farming pallet is not though. So we'd need to first add this pallet to the runtime and then also redeploy Pendulum's collator nodes in order to fully apply the changes. If you want to include that in this runtime upgrade please create a ticket to add the farming pallet to Pendulum's runtime.

@ebma @prayagd as discussed in the sync, the farming pallet ticket is now out of scope for Release 9.

I added the preimage for the authorizeUpdate transaction and submitted it to the council. The council vote just started.

Council motion has been successfully executed. Referendum will start in two days in 5 hours.

The referendum has been fast tracked and is now open for voting.
