[PDP] Double counting restrictions

Currently, we have a framework for double counting restrictions and a web degree editor that allows adding them (you just need to drag between the rules)

  1. we need to populate the double counting restrictions
  2. we need to think of a way of displaying the error that occurs when DC restrictions are not met
