Brian's initial work into containers is largely untested. We need to test
1 - install on a number of target OSes and verify it works
2 - verify functional correctness. probably need a battery of tests to run natively vs in docker container on the same machine and compare results, will also help verify any overhead issues
3 - verify doing an upgrade to say pscheduler
4 - verify things like coming up on restart
