Add link to Plot-Schedule Graph under Tests tab

It would be useful to add in the "Resources" section under Configuration->Tests tab a link to "Plot-Schedule Graph" page. So that it is immediately seen and available in the place where one usually configures or views all the tests in the host. Currently this link is only in the main Toolkit page.
