Why is gmake.exe re-installed?

I have been unsuccessful in updating my Strawberry Perl (versions 5.26, 5.32, and 5.38) on Windows 10 (see #361). While attempting an update, my anti-virus warns me that \Strawberry\c\bin\gmake.exe is being updated (all three Perl levels). What is the reason for this? It makes me suspicious that a basic tool is being updated by a random application. So far, no indication from the anti-virus that the updated gmake is misbehaving. 5.26's new (?) gmake.exe is dated 04/25/2017, 5.32 is dated 03/15/2019, and 5.38 is dated 06/04/2023.

Can anyone explain why this is done? I don't see any mention of gmake in Makefile.PL, so perhaps it's in a dependent package. I just want some reassurance that my system hasn't been malwared.

NVM. It appears this is happening with other packages too, so apparently it's CPAN itself calling for an update. I just noticed it when (attempting to) update DBD::mysql alone, but it can happen when updating other packages alone.
