Local net addresses update

After the v3.1.1 upgrade, the master now has coin type 118 as default, but the addresses created and stored in contrib/local/configs json files dont have the updated addresses. It might be useful to update the addresses there and rerun all the scirpts to see they work as intended.
Fix
- Build local binary
- Recover keys with the mnenomics from the config json file
- Find the addresses from listing out the keys
- Update the json files
