Add ability to attach files to individual applications

People may find it useful to attach files to specific applications such as the resume they used, cover letter, offer info, etc.
Add the ability for people to do this. We likely would have to tap into some sort of object storage like AWS S3 or, since this project is hosted (right now) on Firebase, Firebase Cloud Storage.
