Consider whether or not Envelope should be able to be empty

There interface would be much nicer in many cases if the Envelope type was allowed to be empty, similar to regular geometries.

This is somewhat related to #410 (in fact, if we make Envelopes possibly empty, that would eliminate the need for 410).
