Can't start devtools-terminal

devtools-terminal is installed see it running!

~ $  devtools-terminal 
   info  - socket.io started
^C

can't start the command as root

~ $ sudo devtools-terminal --install --id=leakmhneaibbdapdoienlkifomjceknl
 sudo: devtools-terminal: command not found

can't start without root permission

 ~ $ devtools-terminal --install --id=leakmhneaibbdapdoienlkifomjceknl
Permission denied, you may need to run this as superuser
