Describe the bug
Quest progress message shows when on a multistage quest and you've completed a stage that can be "re-completed", such as defeating "10/10 monsters" or "1/1 Travel to the Isle of Mischief"

To Reproduce
Steps to reproduce the behavior:

  1. Start winter event quest
  2. Travel to the Isle of Mischief
  3. Return to the outpost
  4. Travel to the Isle of Mischief

Expected behavior
Progress updates should only display once on their initial completion
