Add README.Rmd and dynamic links for vignettes

See https://github.com/pharmaverse/admiraltemplate/blob/main/README.Rmd - this is needed to enable multi-version docs (i.e. user can choose to see the latest release website or latest devel version), and then any links back to admiral core site would use the same respective branch version.

@HinalPat the PR is still under review so not yet done. also we don't usually close the issues until we merge with main for the release (this gets done automatically by the "closes #" PR naming convention)
