Unison support for Windows

#73 has clarified that we do not currently support Windows users on projects that use Unison, relegating them to operating a bit like Linux users, but not exactly, and not on purpose.
Let's support them with Unison sync, unless we regard NFS volume mounts as acceptable, in which case generator-outrigger-drupal needs some revised Windows documentation.
