CSSReaderDeclarationList missing methods to pass in CReaderSettings as argument

For API completeness it'd be nice to have the other reader methods support the CSSReaderSettings as additional argument, like CSSReaderDeclarationList.readFromReader(reader,readerSettings).
Similar to CSSReader implementation.
