A client pointed out a problem in customizing a saved state with stacked objects. This problem seems corrected in master, but we need to prepare a version for delivery.
@kathy-phet can you please advise about priority and scheduling?
UPDATE: Labeling for phet-io meeting to make sure it stays on our radar.

In PhET-iO meeting today, we noted this is not a priority right now.

Deferring for now as the region and culture publication won't include PhET-iO.
