Add phet-io back to supported brands

There are phet-io problems in this sim but I don't have time to fix them right now. I am going to remove support for phet-io because

  1. They are showing up on CT taking up time and potentially masking other problems.
  2. PhET-iO support is not needed for our initial publication of this sim.

Our team wants to have PhET-iO support for this sim so that is ready to use for our own studies. Once our publication goals are met we should come back and enable phet-io again and fix the problems like #303 and #313.
