RC Test: Neuron 1.1.0-rc.1

The Neuron simulation is being re-released off of the current master branch in order to resolve an issue where the screen shot capability doesn't work on the currently published version, see phetsims/neuron#125.

Nothing has changed in the simulation code itself - the only change is that new versions of the common libraries are now used.

The screenshot capability should be tested on multiple platforms and, if all tests pass, the issue linked above should be closed.

Other than that, a basic regression test should suffice to make sure that integration with updated libraries didn't introduce any display or behavioral issues.
