Superuser Grants Permission to ADB even when set to Root to Apps Only

Builds fine, installs fine, works fine, except for still granting root via ADB even when set to granting root to apps only.
How to repeat: go to superuser settings, set to root to apps only, then enable adb, connect to PC, type adb shell, type su and root is granted for /data/data/
Also, when root is disabled within superuser, you can't return to any other settings. The only way to change it is through development settings.
This is on LP 5.1.1, custom rom...
