Action block hover rendering breaks on multiline data

Environment
- Elixir version (elixir -v): Elixir 1.17.0 (compiled with Erlang/OTP 27)
- Phoenix version (mix deps): phoenix 1.7.14
- Operating system: OSx
Actual behavior
When there are more than one line in a cell action block renders incorrectly on hover (look at the right edge of Delete button)
Expected behavior
