iOS: Pull-to-close element appears in wrong place, can't close if page is too short

iOS: Pull-to-close element appears in wrong place, can't close if page is too short

Currently the "pull up to close" element does not seem to be part of the content and jumps around when scrolling. This also means that if there's no overflow we can't pull to close.
